World Taekwondo Federation Tae kwon do is a full contact sport where you are allowed to kick to the head (punching to the head is not allowed though), it is not very dangerous to practice Tae kwon do in the proper circumstances with a qualified instructor. In a competition, full body protection is used to protect the competitors heads. To minimise the chances of head injuries, a competitor is not allowed to engage in a competition three months if one was knockedunconciousst by a blow to the head. If the same incident happens again after three months, you're not allowed to participate for six months. Another K.O. to the head after this half year period results in a total exclusion of competitions.

ITF Tae kwon do is only semi-contact. It is not allowed to attack the head with full force. All the same, it is allowed to throw punches to the head, using the so-called "killing-blow", stopping just an inch before the target. To avoid injuries, International Taekwondo Federation use gloves at sparring-competition.
